The Rule Of Law In A Penal Colony Law And Power In Early New South Wales -by- David Neal. ISBN 052137264X.

the settlers brought British legal and political institutions with them as part of their cultural baggage, and as the home government
was itself dependent on the rule of law for its own legitimacy, it could hardly reject pleas from a colony couched in those terms.
